Long Term Lease of Pier 5 in the Charlestown Navy Yard

The Boston Redevelopment Authority (“BRA”), doing business as the Boston Planning & Development Agency (“BPDA”), is soliciting responses to a Request for Proposals ("RFP") for the redevelopment and ground lease of a vacant parcel of land, located within the Charlestown Navy Yard Urban Renewal Area, Project No. Mass. R-55., known as Pier 5 in the Charlestown neighborhood of Boston (the “Property”). The Property consists of approximately 8,125 square feet of land area, 83,000 square feet of pier, and 75,000 square feet of watersheet. The pier is not currently in usable condition.

The BPDA seeks to convey the Property to allow open space, residential, and/or hotel uses. The BPDA will entertain proposals for both maritime-dependent uses and non-maritime dependent uses.

This RFP requires that any redevelopment of the Property be consistent with applicable zoning, and consistent with M.G.L. Chapter 91, the 1990 Harborpark Municipal Harbor Plan and 1991 EEA Secretary’s Decision, the 1990 Charlestown Navy Yard Plan, the 2007 Charlestown Navy Yard Waterfront Activation Network Plan and Water-Dependent Use Management Plan, and the Secretary’s Compliance Review and Decision on said plans, Design Guidelines for the New Development Area, Boston Naval Shipyard at Charlestown, and the Urban Renewal Plan, Project No. Mass. R-55, dated February 25, 1965, as it is currently in effect.

The Property is intended for disposition by a long term ground lease by the BRA pursuant to the RFP. The Property is being offered as is, without warranty of any kind, express or implied. If concerned about the Property’s condition, legal or physical access and the maintenance thereof, property lines or boundaries or any other matter affecting the Property, prospective developers should investigate and conduct whatever due diligence and inspection deemed necessary.

The RFP package will be available on the BPDA Procurement Portal at www.bostonplans.org/work-with-us/procurement on September 9, 2020. Completed proposal applications must be submitted as instructed and returned directly to the BPDA, 12 Channel Street, Municipal Protective Services Desk, First Floor, South Boston, MA, 02210 by January 6, 2021, no later than 12:00 PM. Late proposals will not be accepted. A fee of $10,000.00 is payable upon submission of proposals, refundable for those proponents not selected.
