"The Navy Yard is representative of the changes that have occurred along most of the Boston waterfront; there has been a steady transition from industrial to private uses along the waterfront. During the industrial era, public access to the waterfront took the form of commercial and industrial activity. As industrial activities left the waterfront, demand for other uses such as residential and recreational has increased."
